Not all the affected people have got access to the rehabilitation programme because of lack of information and organisational back up. "There has been discrimination in access to rehabilitation package on the basis of caste and community," notes the Indian Peoples Tribunal. Dalits, shepherds and fishermen, appear to nurse grievances. The wide prevalence of discrimination against schedule castes and tribes justifies the demand for a proper enquiry. There is a need for policy that is proactively involved with the deprived sections.
