Gujarat is vulnerable to various natural and human-made disasters such as cyclones, earthquakes, epidemics and communal conflicts. During the public hearings conducted by the Indian People's Tribunal, and field consultation with villagers, it has come out clearly that people do not have a clear idea about the government plans to respond to disasters on a long-term basis. There is no mechanism that helps to equip the people to respond positively. Formulation of people-centric disaster management programmes and policies is urgently required. Government has a responsibility to ensure that the lives lost in earthquake don't go as waste.
