- Shelter
As many villages were razed to ground, large numbers of semi-permanent and permanent shelters had to be built after the earthquake. There are mixed reports about the adequacy of shelter available in terms of their quality, safety and the level to which they meet the basic needs
of the people affected. With the onset of monsoon, the shelter became a major issue. Government insists that the villagers sign a document pledging they will build earthquake resistant houses with the relief money. An expert engineer who visited the spot comments that this is absurd especially when the government is yet to define 'earthquake resistant technology'.
